I had applied for the passport on 15.02 2013 and 18th and 19 th it showed file send for police verification. but 20th onwards shows file is under review at RPO . My file no is bn 206 18 230 76 713. kindly give the status of the application

In passport form, it is mentioned that no police enquirty required for infants. I applied passport for my new born baby on 03-09-2012 from Gulbarga. After 45 days I recieved call from local police station for police enquiry of my 2 months old daughter. Is it justified?
