Builder received full sale price more than 19 months, yet not giving possession letter

I have paid full sale price of Rs. 23,00000/-(Rs.23lac only) on 20th March 2010, builder supposed to hand over possession on or before 31 March 2010. Now even after more than 19 months builder has not issued possession letter, refused to accept letter, even registered letter was returned back, I have asked him to compensate my loss at the same rate that he was supposed to charge me, i.e. 24% per anum, which he resuses. He says do what ever i can do, please advise me waht to and how to get the compensation and possession from this builder.
