What is the period for booking a cylender

Now a days the dealers are not booking the cylender stating that minimum 21 days should be completed from the date of delivery of last cylender. Whether this type of any rule is made by the Bharat Petroleum on the customers. If so, please send copy of the rule to my e-mail.
