how to submit road tax?

I have bike with Gujarat registration .Now I shifted to kolkata..I have taken NOC from Surat RTO. I want to get register my bike in kolkata and also have to pay the Road tax. I ried many times but every time I couldn't submit due to the bad Intention of RTO office employe. They have involve in corruption with the broker. I have been told that go and talk to broker then only your work will be done.
