how can i fill motor vehical driving license application online?

I was transferred to calcutta

I was transferred to calcutta in Aug 2009, from Nagpur . As I want to carry my 4 wheelar to Calcuta I had taken the permission and no objection certificate from Nagpur RTO for transferring my vehicle to Calcutta. But mean while I am again transfered to Pune, so there was no need to transfer the vehicle to Calcutta. Hence I had not carried the vehicle. But now Nagpur RTO want the certificate from Kolkata RTO that the said vehicle is not registered with Calcuta rto at any time. To who shall I apply for the certificate. Kolkata RTO is not responding to my request.

I purchased my bike 45 days ago & I have to shif to different location. Is it possible to change address & avail smart card in my new address?
